Description

This is a notice to award a sole source contract to Chester Technical Services Inc., for a follow-on contract for the continued development/production to expand and replace outdated technology to an existing Digital Multimedia Laboratory. This Digital Lab is necessary to serve training needs at FSI's Multimedia Department. Chester Technical Services is the only distributor for "Sony products and services" in this area that can address and guarantee that all "Sony" components and services for the Digital Lab is fully compatible with the existing Multimedia Digital Laboratory at a reasonable cost and to ensure the effective implementation of technology-assisted language learning that is required. To use any other source would involve providing them with extensive background information/data and the costly time to acquire and understand the existing Digital Lab. The lab must support DVD, MPEG-1, MPEG-2, and WAV files, as well as other file formats that can be downloaded from the world wide web. It must be able to deliver digital video/audio simultaneously from the media server to at least 32 student stations worldwide and the delivery of these media files must be controllable by at least two teacher stations. Under the simplified acquisition procedures for other than full and open competition authorized by FAR part 6.302-1, this is neither a request for proposals nor a solicitation for offers.
