Description
The U.S. Embassy, Bogota, Colombia has a requirement for a personal services contract (PSC) to advise the Colombian National Police (CNP) on communications and weapons issues/matters. The incumbent will coordinate weapons and communications acquisition with the CNP and provide advice on tactical communications and weapons matters. The incumbent will reside in Bogota with approximately 50% of his/her time traveling and working in the field. The PSC will: (a) Coordinate and monitor assigned Narcotics Affairs Section (NAS), U.S. Embassy sponsored/directed activities in support of Colombian counternarcotics operations in Bogota and forward deployed areas. (b)Advise the CNP on specific matters related to tactical communications and weapons employment in day and night, ground and airmobile small unit interdiction operations to include acquisition, training, maintenance and logistics support. (c) Coordinate communications and weapons acquisition for the CNP. Determine training requirements, coordinate requests for training, coordinate training teams. Conduct small-scale, on-the-job training, as determined to be feasible. (d) Ensure that USG-provided commodities are effectively utilized and that there is no fraud, waste, or mismanagment in the program through continuous oversight responsibility and end-use monitoring in the operational area. (e) Continuously evaluate and advise the NAS on the performance of Colombian agencies operating in conjunction with NAS assets and resources in order to recommend and/or provide training as needed. (f) Assist in project budget preparation and program planning. (g) Assist in defining commodity procurement requirements and preparation of related project documentation. Provide advice and coordination in matters pertaining to commodity maintenance and field support. (h) Conduct field survey, evaluations, and special studies, as directed. (i) Assist the NAS Airmobile Advisor and the NAS Base Defense/Security Advisor, as directed. (j) Brief State Department, Congressional and other visiting officials on the status of USG-Government of Colombia narcotics control projects. Assist in developing itineraries and in escorting officials travelers, as directed. (k) Assist in end-use-monitoring of international narcotics control commodities provided by the USG. MINIMUM QUALIFICATIONS: (a) U.S. citizen, eligible for a State Department security clearance. (b) Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). (c) Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. (d) Spanish language ability at the Foreign Service Institute Level R3/S3 or the Defense Language Proficiency test (DPLT) level 3/3 is required. (e) Relevant experience in Latin America in training of foreign nationals in the use and maintenance of tactical communications and weapons systems, especially as they apply to ground operations/small unit tactics and airmobile operations. Experience in field medical operations is highly desirable. (f) Experience in managing/planning logistics of forward operations and small unit operations. Demonstrated experience in coordinating with host country military, police and civilian officials. (g) Basic knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program operations and objectives of the USG. (h) Knowledge of the political, economic, and military environment of Colombia as well as knowledge of programs, organization and operations of USG elements involved in the counternarcotics programs in Colombia. (i) Skill in oral and written communications. (j) Must be physically qualified to live overseas and willing to engage in in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity both at the U.S. Embassy and at forward operating locations. EVALUATION CRITERIA: (a) Offeror's knowledge and experience in Latin America in training of foreign nationals in the use and maintenance of tactical communications and weapons systems. (b) Offeror's experience in managing/planning logistics of forward operations and small unit operations and demonstrated experience in coordinating with host country military, police and civilian officials. (c) Offeror's knowledge of the political, economic, and military environment of Colombia as well as knowledge of programs, organization and operations of USG elements involved in the counternarcotics programs in Colombia. (d) Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
