- The following is provided for purposes of a market survey of industry. Responses to this publication are elicited to provide comment and to identify sources who believe they may have the comprehensive knowledge, skills, and capacity to meet the Air Force's overall requirement for implementing a long-term engineering support program for continuing quality long-term sustainment and upgrade modification of the F-16 weapons system in the post-production environment. The post-production program will support U.S. Air Force (USAF), Foreign Military Sales (FMS) customers for system sustainment following completion of USAF, and later FMS, F-16 aircraft production contracts. The Air Force acquisition team, under the auspices of the Falcon 2020 review program, is pursuing a sole source justification to award a contract to LM-Aero (the F-16 prime contractor) in the second quarter of FY 02, pursuant to the authority of FAR 6.302-1 (10 U.S.C. 2304 ( c) (1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. An Indefinite Delivery/Indefinite Quantity Contract Type is contemplated for this effort. Post-production technical and programmatic support is required in the form of on-call technical expertise, telephone support, temporary on-site support, long-term on-site support (at Hill AFB) and specialized laboratory support for resolution of specific problems. Support will be required in the following areas: * Studies * Life Cycle Cost, Reduction of Total Ownership Cost, Rough Order Magnitude studies/proposals * Support Equipment Requirement Documents * Sustaining Engineering * Configuration Control * Engineering Drawings * Program Reviews/Meetings * Flight Test (at Edwards AFB, CA and Eglin AFB, FL), Flight Test Support, Data Analysis of Flight Test Activities * Technical Order Maintenance-Initial TCTO Support, Development & Maintenance of Technical Publications * Hardware -- Development & Procurement of Modification/Retrofit Kits * Software development & maintenance * Second Source Qualification * Logistics Support Analysis- Repair Level Analysis, Logistics Support Planning, data for SORAP and LCC Studies * Additional Requirements to include: Training (Requirements-Equipment-Classroom), Package Handling, Storage & Transportation, Associate Contractor Support, Interim Contractor Support, GFE Management, Provisioning, Spares Purchases/SAIP, Design & Production of Support Equipment, Schedules, In-Country Site Surveys for FMS (pre-LOA) * Initial Technical Order Digitization * Repair/Return Capability Program management responsibility will be provided by OO-ALC/YP. The contract will be managed by OO-ALC/LGK with administration responsibility delegated as applicable. Obviously, extensive experience with the F-16 aircraft or as system integrator on another major fighter weapons system is mandatory. Past performance will be evaluated at a level at least equal to price in accordance with latest DoD "Streamlining" Procedures. The purpose of this synopsis is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the government. The contractor should include the following in its response: 1) identification of key management and program personnel with a resume of their previous experience, 2) facilities, databases and other resources reflecting readily discernible capability and adequate capacity, 3) effective purchasing systems, materials management, access to parts suppliers as required, and viable subcontracting relationships or teaming concepts as required, 4) identification of existing fighter aircraft company has produced, 5) discussions of specific instances of previous experience as a fighter aircraft contractor, 6) evidence of capability to perform successfully within the above described parameters, and 7) size status in relation to NAICS Code 336413 is 1000 people. Demonstration of these and other capabilities in areas to be defined at the discretion of the Air Force requiring activity may be detailed in the yet-to-be-released RFP.
