- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Mr. Nile M. Oldham, Ijamsville, Maryland, for technical assistance services. The Contractor shall (1) Complete the CCEM-sponsored International Comparison of 50/60 Hz Electric Power; (2) Complete the SIM-sponsored International Comparison of Electrical Units; (3) Implement the SIM-sponsored International Comparison of Electric Energy; (4) Extend and update the division's present telemetrology capabilities; (5) Assist in extending ratio and capacitance measurements; and (6) Assist in the development of a new NIST sampling system for 50 Hz -- 3000 Hz power. This work shall be conducted primarily on-site at the NIST Gaithersburg, Md., although some design and software development may be completed off-site and some travel may be involved. The Government shall supply the required facilities and equipment. The period of performance for this contract shall be from date of award for one year. There is also an option for two additional one-year optional periods. Work for the optional periods shall be similar in nature to the above. This is a sole source requirement with Mr. Oldham because this work represents an ongoing effort in which he participated. He was one of the developers of SIMnet, the network of computers that connect many National Metrology Institutes (NMIs) in America. He has published several papers describing remote calibrations and is the most qualified to develop and demonstrate an Internet-assisted service. Mr. Oldham set up and has been running the CCEM International Comparison of Power and has been involved in two previous power comparisons. He is familiar with all of the participants and has experience analyzing data and describing results. He has published numerous papers on the subject. His knowledge and experience make him uniquely qualified to perform the above stated tasks. Interested persons may identify their interest and capability to respond to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days of this publication shall be considered by the agency. Information received shall normally be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the Government not to compete this requirement based upon the responses received is solely within the discretion of the Government. See Note 22 and 26.
