- Description
- Request for Proposal (RFP) for the Global Engineering, Integration & Technical Assistance (GEITA) Procurement. The Air Force Center for Environmental Excellence (AFCEE), Brooks AFB, Texas, is requesting proposals for the GEITA acquisition. The Air Force is committed to effective environmental compliance and stewardship to maintain and improve the mission capability. This is accomplished through compliance with environmental regulations at Federal, State, and/or local levels. This is a continuing effort to translate study results into clean-up actions. In its role as the Air Force-wide focal point for developing and providing environmental services via centralized contract services, AFCEE requires full-time Advisory & Assistance Services (A&AS) contractor support to include but not limited to the Installation Restoration Program (IRP), Base Restoration and Closure (BRAC), environmental conservation & planning, and environmental quality to include pollution prevention and compliance aspects, infrastructure and weapons systems, Air Installation Compatible Use Zone (AICUZ), Environmental Impact Analysis Process (EIAP), Air Force-Environmental Management Information System and the Air Force Military Family Housing Privatization Initiative. Due to current and future manning constraints, it is necessary to support AFCEE technical capability with A&AS to ensure AFCEE can continue to support the increasing workload demand for environmental restoration, compliance, conservation, planning, pollution control and design. A&AS are those services provided under contract by nongovernmental sources to support or improve: management and administration, organizational policy development, decision making, program/project management and improvement of management processes/procedures. A&AS outputs include recommendations, information, advice, opinions, alternatives, analyses, evaluations, training, and day-to-day aid of personnel for the successful performance of ongoing operations. The contract ordering period will be for 60 months from the date of award and task orders will be issued under an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract type with Firm-Fixed Price and Cost Plus Fixed Fee line items. Data specified on Contract Data Requirements Lists will not be priced separately. Following current A&AS guidance and policy, The GEITA acquisition will award four (4) contracts. Two awards will result through full and open competition and two awards will result through small business set-asides. All contracts are in support of the program ceiling of $150,000,000.00. Anticipated release of the final Request for Proposal (RFP) is on or about 26 March 01. Proposals will be due not later than 4:00P CST, 30 calendar days after the actual date of RFP release.
