- Description
- The VA Pittsburgh Healthcare System (VAPHS) is seeking qualified healthcare providers capable of delivering appropriate primary care services to veteran beneficiaries at contractor's community based outpatient clinic (CBOC) in a private hospital, office or clinic environment in Washington County, PA. It is contemplated that a single award will be made to a healthcare facility/clinic qualified to provide primary care services, such as, but not limited to, medical history, physical exam, clinical assessment diagnosis, treatment, Level I laboratory services as specified in the solicitation, ECG's and x-rays to qualified veterans in accordance with contract terms and conditions for the estimated period of August 1, 2001 -- May 31, 2002, with two (2) one-year renewal options. Laboratory specimens for other than the specified Level I laboratory tests will be collected at the contractor's facility and forwarded to the VAPHS for performance. X-rays will be performed by the contractor and delivered to the VAPHS for interpretation. Physicians providing services under this contract shall demonstrate evidence of education, training, and experience in Internal Medicine and/or Family Practice. The VAPHS prefers that physicians providing services under this contract are certified by the American Board of Medical Specialties in Internal Medicine and/or Family Practice. The area for consideration for the location of the facility is within the corporate city limits of Washington, PA. The Government estimates the workload to be 1,250 unique veteran patients with an individual veteran being seen an average of 3.09 times for a projected total of 3,863 primary care visits for the Base Year. The offeror will quote a "per member per month" capitation rate for the Base Year and each Option Year and submit a written technical proposal addressing these evaluation factors: Past Performance, Staffing, Management, Site, and Small Disadvantaged Business Participation Program. The estimated issuance date of this solicitation is March 16, 2001, and the estimated due date for proposals is April 16, 2001 (C.O.B.). The estimated contract award date is June 1, 2001, and the contractor must be ready to begin contract performance within sixty (60) calendar days of contract award. It is anticipated that the first patient(s) will be seen at the CBOC on or about August 1, 2001. A Preproposal Conference will be held at the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA; and the date, time and conference room will be identified in the solicitation. All responsible sources proposing a facility within the corporate city limits of Washington, PA may submit an offer which will be considered by the Agency.
