Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for MTS Systems Corporation TestStar V4.0 Hardware and Software Upgrade to three TestStar Controller Systems in the Structural Test Laboratory at the Johnson Space Center, Houston, Texas. Upgrade includes replacing Test Processor Interface 490.50C; workstation interface 490.30; replacing power supply module; verifying workstation software; and 3-day on-site installation, checkout and training. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from MTS Systems Corporation, Argyle, Texas. A market survey revealed that that MTS Systems Corporation was the only company able to provide the services because MTS Systems owns and markets TestStar, the system requires on-site installation, chekcout and training by factory personnel and the required package is not available from any other sources. In accordance with FAR 6.302.1 and U.S.C 2304(c)(1), a Justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 12, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
