Description

The Centers for Disease Control and Prevention (CDC) intends to award a time and materials type task order against a GSA Schedule 70 to provide information technology (IT) services to complete the implementation of a core financial management system. CDC is in the process of selecting a new core financial management system. The specific JFMIP?certified software vendors currently being evaluated for selection are: American Management Systems, Inc., PeopleSoft USA, Inc., Oracle Corporation, and SAP Public Sector and Education, Inc.. The functionality included in CDC's core financial management system consists of general ledger, payment management, receipt management, cost management, funds management (budget execution), and reporting. Additionally, CDC may purchase additional functionality such as budget formulation and third party reporting tools. The task order will provide CDC with the services of an experienced contractor who will assist CDC in the implementation of the selected software. The successful Offeror shall have the capabilities, expertise, and experience in planning, developing, and implementing federal core financial management systems. The implementation services must be performed by either the selected software vendor or a certified implementation partner. Specifically, the successful Offeror must have prior federal government implementation experience and be recognized by the software provider as experienced and trained in the federal version of the product. The Offeror shall demonstrate prior experience with federal grants accounting. The Offeror shall provide expertise in the software product and its installation; configuration and customization; in software, hardware and business systems architecture; interface development; and training. The Offeror shall be able to: provide experts to assist in specification and set-up of hardware and software; facilitate government teams of functional experts; configure the software solution; write and test new applications; and assist in training initiatives. ONLY OFFERORS WHO MEET THE FOLLOWING CRITERIA WILL RECEIVE A COPY OF THE RFQ. (1) Offeror must have a current GSA Schedule 70; (2) Offeror must be either one of the four software vendors listed above or a certified implementation partner for one or more of the four software products identified above; and (3) Offeror must have the type of prior federal implementation experience listed above. Written requests for the RFQ must contain the following information to ensure Offeror meets the above criteria: (1) List current GSA Schedule contract number and expiration date; (2) Provide a hard copy of the current GSA Schedule; (3) List the software product for which Offeror is a certified implementation partner; and (4) List at least one and no more than five prior federal implementations, by stating the agency, and listing the project officer's name and phone number. ONCE A SOFTWARE PACKAGE IS SELECTED, ONLY OFFERORS WHO RESPONDED AS REQUIRED ABOVE AND WHO ARE A CERTIFIED IMPLEMENTATION PARTNER FOR THE SELECTED PRODUCT OR THE SELECTED SOFTWARE VENDOR WILL RECEIVE A COPY OF THE RFQ. CDC will make a final selection of the software product prior to release of the RFQ. The scheduled issue date is on or about March 15, 2001.
