Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with the OpNet Technologies, Inc., 3400 International Drive, NW, Washington, DC, for proprietary network predictive management tools. OPNET network predictive management tools offer the NLM network architect, designer, and managers the ability to plan the entire NLM network and subnetworks in a virtual environment, allowing for the optimization of these networks prior to change or redeployment. The OPNET tools feature the industry's most advanced library of protocol, application, and device models, thereby allowing NLM network models to be constructed of many types of node elements, running different protocols and applications, placed in different configurations. These tools will provide the ability of the OCCS Systems Technology Branch to make critical decisions concerning the NLM network and supporting components. Through an easy-to-use, non-programming environment, networks are constructed, simulations are executed, and performance statistics are analyzed, providing answers to the questions surrounding network and application planning. The tools include IT Decision Guru, a risk management and decision support tool; Application Characterization Environment Module that provides application developers and engineers with precise visualization of application dynamics at any point in the network; Multi-Vendor Import Module which connects tools; and Expert Service Predictor Module which provides service level agreements, automated simulations, service projections and reporting. This service will be procured under FAR Part 12 (Commercial Items.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as specified above. Responses should demonstrate the firm's ability to meet the government's requirements.
