- This notice is a combined synopsis/solicitation Notice of Intent for Software Management Services for the Finch Suite of bioinformatics software in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI #RML00002). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541611 and the small business size is $18M. SCHEDULE: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis proposes to award a purchase order to Geospiza Inc, 2442 NW Market St., PMB 344, Seattle, WA 98107 on a sole source basis for providing the following services. The LHBP has two PE Biosystems 3700 DNA sequencers generating >675,000 sequence bases of information per day. In order to keep track of this high-through-put sequence data, state-of-the-art software is required to process bioinformatices algorithms with relational database technology, integrating sequencing quality control, and accounting functions that can make sequencing data readily available to researchers. The LHBP is currently utilizing the Finch Suite of bioinformatics software including: Sequencing Request Manager; Instrument Manager; Chromatogram Manager; BLAST Manager; Data Repository Manager and Phrap, as manufactured by Geospiza Inc., to manage this data. This company will provide services for a period of six months for weekly systems administration including user account management, performance tuning, and system monitoring as well as trouble shooting on the Finch suite of bioinformatics software components, the SunMicro e450 and accompanying Linus computers, as it pertains to Geospiza developed software. These systems are Unix and Linux based. This service contract will provide data backup, recovery, and monitoring services as needed and assist in configuring of personal CPUs and computer interfaces for downloading of sequencing data into transferable and user-friendly formats. Geospiza will also implement security patches and follow procedures as recommended by the NIH systems group and formulate systems integration, platform development and web-based interface design in accordance with LHBP present and future computing needs. This service contract also directs that Geospiza will assist in data management, data cleanup and file renaming, as needed for on-site bioinformatics staff. Geospiza will write data export and preparation scripts as needed for sequence analysis and data submission to the national repositories. This service contract also stipulates that Geospiza will provide bioinformatics technical assistance in the form of on-site, phone, e-mail, mentoring and knowledge transfer to designated NIH post-doctoral personnel, regarding general software operations, interfaces, command languages, functions, administration and genome project-related tasks such as annotation, data mining, submission and finishing as these relate to projects on the Finch suite of bioinformatics. Geospiza will also provide on-site and on-line training on third party software used with the Finch-Suite including but not limited to, Consed and AutoFinish. Geospiza will provide recommendations on data management systems as they relate to the growth and expansion of RML projects in use on the Finch suite of bioinformatics. Geospiza will assist with identifying, installing and using bioinformatics software as needed for RML scientific projects related to the Finch suite of bioinformatics. Geospiza will provide Finch-server support and maintenance in the form of upgrades and maintenance releases of installed Finch-Suite software components; customization and optimization of Finch-Suite components for improved interfacing with laboratory equipment; phone, email and on-site technical support; and prepare tutorials and continuing training sessions for RML staff using the Finch-Suite of programs. Geospiza is the manufacturer of the above software [with the exception of Consed and AutoFinish] and due to proprietary licensing and warranty terms is the only authorized source for these services. FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be 10 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors Commercial Items; FAR 52-212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. Any response to this NOI may be mailed or faxed to the POC indicated above (Fax -- 406-363-9288). Offers must be submitted not later than 4:30 PM (MDST), March 13, 2001.
