Description
Since 1972, the National Highway Traffic Safety Administration (NHTSA) has operated a Special Crash Investigations (SCI) program which provides NHTSA with the flexibility to acquire detailed engineering information quickly on traffic crashes of special interest. The purpose of this procurement is to continue services provided by the three Special Crash Investigations teams. Three teams in three geographic regions of the country will be established (East, Central and West). The SCI teams are tasked with performing detailed in-depth investigations involving school buses, child restraint systems, new or emerging technology in automatic restraint equipped vehicles, alternative fuel vehicles, safety defects, adaptive control equipped vehicles, fires, crashes involving air bag deployment related fatalities and serious injuries and other special interest crashes as they arise. NHTSA uses the data collected in this program to support their various research, rulemaking and enforcement activities. The data are also used by the automotive industry and other organizations to evaluate the performance of motor vehicle occupant protection systems such as air bags. Teams must be able to perform on-site, in-depth crash investigation which includes gathering the appropriate field data and inputting that data into NHTSA's Electronic Data Collection System. Teams may also be required to determine factors which contributed to the crash causation. In doing so, teams must prepare detailed documentation describing the vehicles, occupants, roadways, and traffic control devices. Teams must be able to measure of crash severity, determine restraint usage, determine the specific occupant kinematics and clearly establish a link between the injury and injury mechanism. The field data shall be synthesized into a detailed electronic and written report. No one contractor shall be awarded a contract for more than one geographical region. Contractors must be able respond to the crash scene within 24 hours of notification. It is anticipated that any contract awarded will be for a two (2) year period. The government will reserve the option to award up to three (3) option years (in one year increments), making the total possible period of performance five (5) years.
