- Description
- The U.S. Army Communication Electronics Command (CECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Office proposes a non-competitive acquisition with Mechem Consultants (Pty) Limited, South Africa for the purpose of providing comparative testing between the Mechem Explosive and Drug Detection System (MEDDS) and the "Fido" Detection System developed by Nomadics, Inc, Stillwater, OK. The two systems are trace chemical landmines detection systems; the former, MEDDS, interfaces the chemical concentration of the vapor from explosives with the nasal sensitivity of specially trained dogs, and the latter system, "Fido", is based instead on vapor from explosives interacting with an amplifying fluorescent polymer. Comparative testing will be performed by Mechem Consultants (Pty) Limited to demonstrate the relative abilities of the two systems to detect the presence of landmines as well as determine areas that are clear of landmines. This procurement is limited to Mecham because this contractor is the only known source for this particular trace chemical landmine detection system. The primary task will be to perform repeatable, controlled testing of both systems in a test site designated for testing trace chemical detection systems in Croatia. A subsidiary task will depend on satisfactory results of the Phase 1 testing and will also take place in Croatia, to determine the utility of the addition of the two systems to Croatian demining operations. The duration of this effort is 12 months. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the above a trace chemical landmine detection may submit a quote that shall be considered by the agency. Offerors must possess technical expertise and/or experience building the mine proof detection system. Responses should be no longer than five (5) pages. Responses are to be received via email within 45 calendar days of the date of this notice.
