Description
The NASA STTR program is conducted under the authority of the Small Business Research and Development Enhancement Act of 1992. It is designed as a vehicle for converting the nation's investment in research carried out by research institutions into new commercial technologies in order to advance U.S. economic competititveness and high-tech development. Proposals submitted in response to this solicitation must be jointly developed by a small business concern and a research institution with not less than 40% of the work being performed by the small business as the prime contractor and not less than 30% of the work being performed by the research institution. The NASA STTR-2001 Phase I technical topics and subtopics support NASA's Centers of Excellence in the areas of human operations in space; turbomachinery; materials and structures; and launch and payload processing systems. It is anticipated that the 2001-I STTR solicitation will identify specific product areas within each of the above listed topics areas that NASA wishes to emphasize. To participate in the NASA STTR program, firms must have Internet access and an e-mail address. Details can be found on the NASA SBIR/STTR Home Page at http://sbir.nasa.gov. Note that the NASA 2001 STTR solicitation will be issued as a combined document together with the NASA 2001 SBIR solicitation. While the solicitation documents are combined, the review, selection and award processes will be conducted separately for each program. Proposals must be submitted as either an SBIR or an STTR proposals and will only be considered for award under one program. NASA will issue the combined STTR/SBIR solicitation starting at noon Eastern time on March 28, 2001. Distribution will be by electronic transmission services or by diskette as described below. Paper copies of the solicitation will not be distributed. Instructions for electronic access to the solicitation are as follows: via the Internet: the solicitation and other program information will be accessible on the NASA SBIR/STTR home page which can be viewed at http://sbir.nasa.gov. Diskettes: those requesting the solicitation are strongly encouraged to download it from the NASA Home Page as described above. However, if that is not possible, a diskette containing the solicitation may be requested by U.S. Mail from the NASA SBIR/STTR Support Office, REI Systems, Inc.; 4041 Powder Mill Road, Suite 311, Calverton, MD 20705 -- 3106 or via FAX at (301)937-0204. The request must include the name and full address of the requester and specify either a PC or Macintosh format for the diskette. These will be distributed by U.S. Mail starting March 28, 2001. Questions regarding electronic access and other administrative matters should be referred to (301)937-0888. Detailed instructions for proposal development and submission are contained in the solicitation. Proposals are due June 6, 2001 and will be required in both paper and electronic formats as described in the solicitation instructions.
