Description

NASA/ARC plans to issue a Request for Offer (RFO) for the fabrication and flight testing of a collective axis tactile cueing system on a Bell 412 helicopter. The work includes the fabrication of the system, the installation on the aircraft, the performance of the flight tests, and the preparation of evaluation reports. NASA/ARC intends to purchase these services from Bell Helicopter Textron Inc.(BHTI) under the authority of 10 U.S.C. 2304(c)(1), only one responsible source. BHTI is uniquely qualified to perform this effort due to the detailed engineering study and design work that has already taken place. Substantial duplication of cost to the Government would occur if this design and testing were repeated. This additional cost is not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See NASA Specific Note "B".
