- Description
- The US ARMY, TACOM ARDEC, Fire Support Armaments Center, in cooperation with AMCOM s Missile Guidance and Engineering Directorates, the Office of Naval Research, Naval Surface Fire Support, and the Naval Surface Weapon Center is soliciting proposals for a multiphase development of a common, low-cost, high G survivable, high accuracy, MEMS IMU and Common Guidance for DoD gun launched guided munition and missile applications. The Government considers the affordability of the IMU as its highest priority in enabling all current and future guided munitions. The developed low cost MEMS IMU product shall also be applicable to land navigation and commercial systems. The Government s intent is to incorporate the knowledge gained from this BAA process into current and future munition and missile development and manufacturing improvement efforts and other guidance, navigation and control (GN&C) developments, and to validate multiple Offeror s MEMS IMU designs and manufacturing efforts, culminating with live fire verification performance test of pre-production IMUs in the Army s 155-mm Soft Recovery Vehicles (SRVs) and tactical missiles. The government will provide the proving grounds for verification tests. In accordance with Acquisition Reform, this BAA is seeking Industry Partners to equally share the development cost and risk with the Government. TACOM ARDEC plans to execute a Prototype Section 845 OT with firm fixed price payable milestones for Phases 1-3 and Option 1. A sample of a Section 845 Prototype OT will be provided with the final BAA and will include fixed price milestone payment schedules. A key personnel clause is anticipated in any resultant agreement. A draft copy of the Broad Agency Announcement will be available for downloading on TACOM ARDEC s Web Site (http://procnet.pica.army.mil) during the week of February 25th, 2001. The Government anticipates multiple awards for Phases 1 through 3 including Option 1. Continuation to Phase 2 and beyond is not guaranteed. In order to determine which proposals will be allowed to continue into Phase 2 and beyond, the USG will conduct a review of the contractors technical progress, performance of their item against the Phase 1 and 2 performance goals, and their performance against their milestones. This analysis will include a consideration of the proposed price and available funding levels. The USG may request additional data from the contractors in order to assist in this analysis. This analysis may also include an evaluation of the proposed effort for Phases 2 and 3 and the contractors ability to successfully perform Phases 2 and 3. The estimated Government contributions by Phase are as follows: Phase: Estimated Period of Performance Phase 1: $22.5M 20 months Phase 2: $20M 18 months Phase 3: $25.2M 18 months Option 1: $25M 36 months (starts at beginning of phase 2) Note: These estimates are for planning purposes only and may be subject to change. Industry comments on the above and the draft BAA are welcome. The Government anticipates a two week comment period prior to release of the Final BAA. POC s for comments are Frank Kosker at tel. 973-724-5663 (email kosker@pica.army.mil) and/or Paul Milenkowic at tel. 973-724-5391 (email pmilen@pica.army.mil).
