- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; Proposals are being requested and a written solicitation WILL not be issued. The solicitation is issued as a Request for Quotation (RFQ) number DTCG4401SRAN017. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition is a 100% set-aside for small business. The North American Industry Classification System (NAICS) is 334418 Printed Circuit Assembly (Electronic Assembly) Manufacturing; the size standard is 500 employees. The items are to be delivered to United States Coast Guard, Command and Control Engineering Center, Portsmouth, VA 23703. The items and quantities required are 279 each of Micromint BCC52CX(I) Processor Board Item: BCC52-CX (I) Microprocessor Printed Circuit Board for the VM100 Fog Detector Specs: Clock Speed: 11.05Mhz Digital I/O: 24 bits PIA Serial Ports: 11/2 ports: one RS232/485/422, one RS-232 printer output External Interrupts: 2 Timers: 3 minimum Onboard EPROM programmer, real-time clock (option) Size: 4.5"X6.5" Power(fully loaded): +5V@150mA, +12V@2mA, -12V@2mA Industrialized Temp: -40 to 85C Printed Circuit Board must have 44-pin edge connector compatible with Micromint, Inc. Basic Computer/Controller (BCC) BUS standard and designed to mate with Micromint's MB0x mother (passive backplane) board. Must include a reset button on board as well as external reset capabilities. Processor to consist of five main sections: processor, address decoding and memory, parallel I/O, serial I/O, and EPROM programmer. Processor -- CMOS version of INTEL's 8052AH 8 bit controller chip that contains 8K of onchip ROM, 256 bytes of RAM, three 16 bit counter/times, 6 interrupts, and 32 I/O lines. ROM to be masked BASIC interpreter and the I/O lines redefined to address, data, and control lines. Address Decoding -- DATA MEMORY -- Basic programs execute out of DATA memory. All memory mapped I/O (PIAs, A-Ds, D-As, etc.) are accessed through DATA memory. Source code input with TEDIT stored in DATA memory as is the assembled Object code using ASM or ASMS. CODE MEMORY -- The basic interpreter executes out of PROGRAM memory from within the processor. Extensions to BASIC executed from PROGRAM memory. Parallel I/O -- Must contain an 82C55 PIA that can provide three 8-bit software configurable parallel ports and a write only mode configuration port. Using the XPY( ) operator in BASIC, so data can be written to and read from this PIA. Serial I/O -- Two serial ports; one for console I/O terminal (RS232 or RS422) and the other is as auxiliary serial output (printer output). Capable of auto baud rate determination on power up or be able to store a preset baud rate in EPROM as well. Console serial port format of 8 data bits, no parity, 1 stop bit. EROM Programmer -- Needs to have the ability to execute and save programs in an EPROM. The Manufacturer of the board, Micromint is located in Longwood, FL. Prices are to be FOB DESTINATION. Delivery is required 04/20/01 The provision at 52.212-1 Instruction to Offers-Commercial, and 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any of the additional FAR clauses cited in the clause are applicable to the acquisition, including the following FAR clauses incorporated by reference: 52.225-3 Items (Jan 1999) (1) The government will award a contract resulting from this solicitation to the responsible bidder whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers_ price and technical (product literature). Procurement is being conducted under simplified acquisition procedures. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letter head, formal quote form, etc. but must include the following information: (1) Companies complete mailing and remittance address; (2) Dun & Bradstreet number (DUNS); (3) Taxpayer ID number (TIN); (4) Representations and Certifications and (5) Catalog or literature showing that the offered items meet all the above requirements.
