- Description
- This announcement serves as notice to all potential offerors that, on or about 14 March 2001, the Intelligence, Surveillance & Reconnaissance (ISR) Integration System Program Office (SPO), Electronic Systems Center, Hanscom Air Force Base, Massachusetts anticipates release of Request for Proposal F19628-01-R-0011 for the DCGS Integration Support Contract (DISC). The overall objective of the DISC program is to provide contractor integration engineering support to the Government in the activation and integration of new Air Force Distributed Common Ground System (DCGS) sites, capabilities, and technology upgrades. DCGS is currently comprised of "stove piped", proprietary, legacy, platform-based tasking, processing, exploitation and dissemination (TPED) ground systems. The Government's goal is to evolve the current configuration into a seamless distributed "system-of-systems" architecture that satisfies operational/warfighter requirements and meets current and evolving standards, architectures and directives while having a minimal impact on ongoing intelligence, surveillance and reconnaissance operations. The Government is seeking a qualified contractor to support development and fielding of the Air Force Distributed Common Ground System (DCGS) through the DCGS Integration and Activation Team (DIAT) process. The duration of the anticipated contract will be for a six (6) month basic period of performance, with six (6) one-year options which may or may not be exercised by the Government. The solicitation will be made available on the Internet at the Hanscom Air Force Base Electronic Request for Proposals Bulletin Board (HERBB) Website: http://herbb.hanscom.af.mil/rfp_list.asp by selecting the link "Multi-INT TPED Systems". Offerors will be provided 30 days to respond to the solicitation. Telephone requests for the solicitation will not be accepted. Firms responding to this request shall indicate whether they are a large business, small business, very small business, small-disadvantaged business, 8(a) concern, women-owned business, or HUBZone Small Business. Respondents must specify whether they are a U.S. or foreign-owned firm. Interested Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System. This NOCA does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. Address all questions to the Contracting Officer, Maj Mike Ferris, (781) 377-5541, e-mail: michael.ferris@hanscom.af.mil or the Contracts Manager, Ms Patricia Jarvis, (781) 377-3539, e-mail: patricia.jarvis@hanscom.af.mil. The Government will consider proposals from all responsible sources. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection. You can contact the Ombudsman at (781) 377-5106. See Note 26.
