- Description
- The Bureau of Reclamation (Reclamation) has an extremely urgent demolition, which may include blasting, requirement, which requires creating a hole at the center of flood gate on a dam at the Prince William Forest Park, Prince William County, VA. Camp 5 Dam at the Prince William Forest Park is a 24-foot high concrete gravity dam constructed in 1936. The reservoir capacity is about 90 acre-feet. The outlet works consist of a 40-foot long, 36-inch diameter corrugated metal pipe (CMP). Tailwater backs into the downstream portion of the conduit, partially submerging that portion of the pipe. A multi-level inlet structure for the outlet works is located on the upstream face of the dam. The gate stem was broken during recent attempts to operate the gate, and the gate is now inoperable. The goal of the requirement is to draw the reservoir down. The specific work involved includes: (1) sandbagging the downstream end of a 36-inch diameter corrugated metal pipe (CMP) outlet conduit and unwatering the conduit, (2) entering the conduit and demolishing a circular cast iron slide gate at the upstream end of the conduit, and (3) associated cleanup of construction materials. Reclamation requires a contractor to create a hole as large as possible within the center of the gate. There is no control of the reservoir upstream of the gate, and upstream conditions are unknown. It is expected that the upstream side of the gate may be totally embedded in silt and debris. The only access to the gate is through the CMP conduit from the downstream end. It will be necessary to sandbag the downstream end and unwater the pipe to gain access. Once the gate is demolished, it is possible that water, mud and some debris will flow uncontrolled through the pipe. All types of demolition, including blasting, will be considered. A demolition plan will need to be submitted and approved by Reclamation within in 5 days of contract award. Blasting, if employed, will need to be highly controlled to prevent damage to the dam and related structures. Simplified acquisition procedures will be used. Offerors are requested to identify themselves as large or small businesses in accordance with the NAICS Code 234990 size standard $27.5 million.
