Description
The Federal Bureau of Prisons (FBOP) anticipates award of a Firm-Fixed Price Design-Build contract for the design and construction of a Warehouse and Institution Firing Range on an existing Federal Correctional Institution (FCI)located in Butner, North Carolina. The award will be set-aside for a disadvantaged small business 8(a) program contractor. The scope of work includes for the Warehouse, 1250 square meters (13,500 sf) with an Add Alternate for an addition of 925 square meters (10,000 sf). The Firing Range scope of work includes an entry road, parking, 24 covered firing stations and a service building of approximately 85 square meters (1,000 sf). The design (including engineering calculations) and construction of a new sanitary sewer to serve a future Medium Security Federal Correctional Institution (FCI) on the same site will be included. The Design-Build contract for the Warehouse and Firing Range will provide for issuance of Task Orders for performance which are subject to funding availability, or award of a base contract for design and early sitework with a construction option which is also subject to funding availability. The estimated magnitude of this project is expected to be between $5,000,000 and $10,000,000. The estimated performance period is 180 calendar days after the Notice to Proceed is issued. For consideration of this project, the offeror at a minimum must be a firm or joint venture with experience, individually or as a member of a team, in successfully and satisfactorily completing a project of similar size and scope. All responsible sources may submit a proposal which will be considered. For the design member of the Design-Build Team, the Architect/Engineer (A/E) firm or the principle or lead A/E firm of a joint venture, must have an existing active office, which will have responsibility for the plans and specifications, located within the State of North Carolina. The design of the architectural, structural, mechanical, electrical, civil, or other engineering features of the project shall be accomplished or reviewed and approved by architects and engineers registered in the State of North Carolina to practice in the particular professional field involved. Participation by architects, engineers, consultants, and subcontractors located within the State of North Carolina is encouraged. The FBOP will be utilizing Two-Phase Design-Build selection procedures. This notice is not a request for proposals. Interested offerors may request and obtain a Phase One Solicitation of the Two-Phase process. Phase One Solicitations will be issued on or about March 12, 2001, with a tentative closing date of April 16, 2001. The Phase One proposal due date will be identified in the Phase One Solicitation. The Phase One Solicitation will provide the scope of work, evaluation factors (past performance, capability to perform, specialized experience and technical competence and technical approach), and submission information for interested Design-Build firms to prepare their Phase One qualification proposals. Phase One qualification proposals will be evaluated to determine which firms will be selected as offerors for Phase Two. Phase Two participants will submit competitive technical, price, and past performance, proposals as defined in the Phase Two Solicitation. The Phase Two evaluation factors (Past Performance, Preliminary Design and Proposed Technical Solutions, Proposed Organization and Key Personnel Consultants and Subcontractors, Management Approach, Project Schedule Development and Monitoring) are significantly more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award.
