Description

The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with Hughes Associates. The contractor will perform a re-review of the revised test method (Appendix B to EB 4013) and modify as appropriate. This is Phase II work. In Phase I, a preliminary review of the fire related technical issues of EB 4013 for Pipe Insulation materials indicated that the best way to accomplish the objective was to modify existing EB 4013 by the inclusion of Appendix B which would address the fire test and fire performance criteria for Vent Duct Insulation materials. The contractor will also entail the design, construction and initial testing and shipping of a gas fired burner for use in the Appendix B Vent Duct Insulation test. The contractor will develop a fire test plan to evaluate the burner with respect to calibration and verification testing. Verification testing will consist of benchmark tests using existing insulation materials such as but limited to Armstrong NH, ECO-flex, polyimide and various lagging materials. Only one responsible source and no other supplies or services will satisfy agency requirement under the authority of FAR 6.302.1. Anticipated award is on or about 3/8/01. See numbered Notes 1 and 22.
