- Description
- The Naval Air Systems Command intends to contract with Northrop Grumman Corporation to perform modification to tactical software. The Japan Air Self Defense Force (JASDF) is upgrading its existing E-2C aircraft to the Hawkeye 2000 (HE2K) Export configuration. In addition to the installation of Group II avionics systems, the upgrade consists of a new mission computer (MC), three Advanced Control Indicator Set (ACIS) displays, and dual Carrier Aircraft Inertial Navigation Systems (Nav Upgrade). This retrofit program requires modification to the tactical software residing in the MC and ACIS as well as supporting laboratory software. The contractor shall perform systems engineering tasks for the development and evaluation of software and associated documentation that include analysis, design, development, change implementation, and system test and evaluation. The contractor will ensure that artifacts modified under this effort are free of non-releasable information and that the MC software meets the operational requirements of JASDF. As the sole designer, developer, manufacturer and system integrator, Northrop Grumman Corporation is the only firm possessing the extensive knowledge and technical data peculiar to all configurations of the E-2C aircraft and the weapons systems used by FMS countries. Additionally, only Northrop Grumman Corporation has the engineering, manufacturing, and unique logistics support experience and technical data pertinent to systems design and operational characteristics of the E-2C aircraft to provide the necessary support to meet the JASDF fleet operational commitments. The Government does not own the technical data package required to compete this effort. See Note 22. NAVAIR Synopsis No. 20014-01
