Description
The Naval Air Systems Command intends to contract with Northrop Grumman Corporation for the delivery and installation of Engineering Change Proposals (ECPs) 411R1 (Hawkeye 2000 Export (HE2K) Upgrade Program) and 422R2 (15-ton vapor cycle kits) to support JASDF. ECP 411R1 provides for delivery and installation of two (2) each upgrade kits and spares. ECP 422R2 provides for delivery and installation of two (2) each 15-ton vapor cycle kits and spares. Northrop Grumman Corporation, as the E-2C system integrator and manufacturer, is solely qualified to develop, produce and install the Hawkeye 2000 Export Upgrade due to its technical knowledge of the E-2C's highly complex systems necessary to complete this effort. The Government does not own the technical data package required to compete this effort. Only Northrop Grumman Corporation is familiar enough with the production effort required to provide the supplies and services required for contract completion within the desired schedule dictated by JASDF's needs.
