Description

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Proposal (RFP) number is N66604-00-R-2700. Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase the following items: an estimated 45 Guest Rooms and a Function Room at a hotel located in Newport, Rhode Island. The hotel shall be within walking distance of or provide free shuttle service to local restaurants and shops. It shall have enough guest rooms to guarantee approximately 35 to 55 rooms. It shall agree to the Government room rates or lower, and accept Tax Exemption Certificates. It shall apply a liberal cancellation policy. It shall have a function room with a capacity for up to 100 people. It shall provide catering services for hot and cold food and soft drinks for up to 100 people. The hotel shall provide both theater and audio/visual equipment and lounge set up in the function room. The hotel shall allow flexibility in adapting to changes in the number of rooms, participants, and special needs required for the event. Guest Rooms and the Function Room with catering and A/V equipment shall be available 13 March 2001 with options for 13 April 2001, October 2001, November 2001, December 2001, February 2002, March 2002, April 2002, October 2002, November 2002, December 2002, February 2003, March 2003, April 2003. NAICS Code is 721110; size standard is $5.0M. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. FAR 52.212-1 Instructions to Offerors -- Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation -- Commercial Items. Evaluation factors are technical capability, price and past performance. The hotel must provide a written proposal describing how it will meet the above requirements. The hotel must contact Carol Boehler at 401-832-1489 to obtain a pricing schedule. The hotel must provide references upon request. Each evaluation criterion is equally important. A completed copy of FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
