Description
Defense Logistics Agency Law Enforcement/Security is required to have specialized Antiterrism/Physical Security Training for all Security Force Members. (i) This is a combined synopsis/solicitation for for commercial services prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation being requested and a written solicitation will not be issued. (ii) The solicitation number is SP4700-01-Q-2015. (iii) This solicitation is a 100% small business set-aside. The North American Industry Classification System (NAICS) is 561621, Security Systems Services (except locksmiths). The Small Business Competitiveness Demonstration Program does not apply. (iv) CLIN 0001 Control Poin Screening Operations Course (CPX); CLIN 0002 Explosive Device Recognition & Searching Procedures (EDR); CLIN 0003 Advanced Defensive Tactics and Handcuffing (DT); and 0004 Pepper Spray Training (Oleoresin Capicum IOC)). (v) Descriptions: CPX -- Course to train security and policy personnel in order to successfully operate the access control point stations -- three (3) courses each as a two (2) day course. EDR -- Enhance the capability of security and policy personnel to respond to incidents. The training exceeds the requirements of AR 525-13 for training of incident response team members in terrorism incidents, including fundamental weapon of mass destruction (WMD) responses -- three (3) courses each as a two (2) day course. DT -- provide an opportunity to learn and practice advanced defensive techniques in a practical environment. This course will allow personnel to practice law enforcement skills learned to date, regardless of where and when learned, in realistic scenario based settings from hostile person situations to terrorist breaching operations -- two (2) courses each as a one (1) day course. OC -- Current certification is required in order for security and law enforcement personnel to utilize chemical aerosol weapons -- one (1) course for a one (1) day training. (vi) The period of performance is from date of award for thirty (30 days) -- place of performance Fort Belvoir Headquarters Complex. (vii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (viii) Under provision 52.212-2, Evaluation -- Commercial Services, best value, price and delivery are the evauation factors.
