Description

The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with The American Medical Student Association/Foundation (AMSA), 1902 Association Drive, Reston, VA 20191 to develop and implement the 2001 Managed Care Fellowship Program for first year medical students. The Fellowship will Introduce students to managed care, evaluate their participation with a goal of developing a cadre of future physician leaders who understand the concept of managed care. It is expected that any resulting award will be a cost-sharing award, with many of the costs being in-kind contributions from the AMSA. Negotiations with the AMSA are expected to result in a Purchase Order with a period of performance of 10 months. Because any other source would have to duplicate AMSA membership, position as a Medical Student Association and the offer of in-kind contributions, AMSA is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. A copy of the Justification for Other then Full and Open Competition is on file.
