Description
The Bureau of Reclamation has a requirement for an Indefinite Delivery/Indefinite Quantity contract to provide technical assistance in developing drought contingency plans for states, tribes, and local entities within all 50 states and US territories and to provide training on "Drought Mitigation" to the public as requirements arise over the next 4 years. The potential contractor shall provide assistance in developing comprehensive drought plans to the Bureau of Reclamation's customers; provide technical/professional assistance to the customers in developing drought plans. This assistance includes communication and coordination with the customer(s) including providing direction and guidance on how to form a general Drought Leadership Structure such as a Drought Council, a Drought Mitigation AD HOC committee, and/or Drought Task Force etc. The assistance may also include meeting and coordinating with the appropriate state, local and tribal representatives. The contractor may be required to provide these representatives with technical guidance on writing drought plans, and providing the tools needed to develop the plan, such as brain storming sessions; briefing on existing drought plans of states, tribes as appropriate; facilitating meetings. Assistance might also include the development of outlines, timelines, and/or public outreach strategies. The contractor will facilitate and monitor the progress of the development of the plan and will review periodically to insure that the quality and appropriateness of the document has met the agreed upon criteria. These services may require some travel. Frequency and time frame for travel depends on the nature of assignment and the location of the customers and will be specified in each task order. In addition, the contractor may be required to provide training through scheduled class(es) to the Bureau of Reclamation's drought coordinators and/or other interested parties for the development of "Drought Mitigation Plan". Contractor would be required to prepare and submit a detailed course description to be taught on the above subject for BOR's approval and prepare a "Notebook" on the course material for review. Estimated date of solicitation issuance is February 22, 2001. This procurement is considered a total small business set-aside. The Standard Industrial Classification Code is 8742 for which the small business size standard is that the average annual receipts for the three preceding fiscal years do not exceed $5 million.
