Description
The National Institute on Drug Abuse (NIDA) is soliciting proposals from qualified organizations having the capability to provide logistical and technical services to organize and conduct work group meetings composed of drug abuse researchers during which the epidemiology of drug abuse will be discussed. The Contractor will produce meeting reports; provide research analysis, consultation and support for implementing quantitative and qualitative research in specified sites; provide direction and technical assistance in identifying new sources of epidemiologic information on drug abuse and for standardizing data collection and analysis; produce a publication that provides guidance in assessing drug abuse at the community level; and identify effective methods for communicating drug abuse information. It is anticipated that one (1) cost reimbursement, completion type contract will be awarded for a period of three years with two additional option years. RFP No. N01DA-1-5514 will be available electronically on or about March 28, 2001, and may be accessed through the NIDA website at the following address: (URL: http://www.nida.nih.gov/RFP/RFPList.html). Please note that the RFP for this acquisition will be streamlined to include only the Work Statement, Deliverables and Reporting Requirements, Special Requirements and Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. All information required for the submission of an offer will be contained in or accessible through the electronic RFP package. Response to the RFP will be due on or about May 14, 2001. This advertisement does not commit the Government to award a contract. The proposed contract is 100% set-aside for small disadvantaged business concerns (SDB), expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. Offers from concerns other than SDBs eligible for award pursuant to section 8(a) of the Small Business Act will not be considered. See Note 26.
