Description
The Department of Health and Human Services(DHHS)/Health Resources and Services Administration(HRSA), Contract Operations Branch, has a requirement to acquire the services of an individual to be an Employee Assistance Program(EAP) Manager in the Division of Federal Occupational Health(FOH), Bureau Primary Health Care(BPHC), HRSA. In accordance with FOH's statutory authority, HRSA intends to award a Personal Services Contract. The contractor shall serve as the FOH Employee Assistance Program Manager. The EAP Manager shall exercise primary responsibility to: (1) provide recommendations and technical assistance in the design, development, and implementation of new program delivery systems such as newly designed organization systems, support contracts, and methods of caring for employees' EAP needs; and (2) management of interagency agreement(s) under which FOH provides Employee Assistance Program services for customer organizations. The EAP Manager shall be required to perform tasks, including, but not limited to, the following: 1) create a combined strategic and business plan for FOH's EAP product line that is consistent with the goals and objectives of FOH, and which addresses customer organization concerns; 2) manage FOH's Economy Act interagency agreements with other federal agencies; 3) formulate and manage annual budgets and track FOH expense and income from billings; and 4)design and implement an effective quality assurance program. The period of performance is for a base year with four one-year option periods. Minimum qualifications are a masters degree in an EAP-related field such as, social work, psychology, or human resources management and a minimum of a total of 5 years experience in positions relating to/involving EAP policy, program development and administration. Additionally, applicants shall have a history of professional work experience in senior supervisory/management positions encompassing program planning, budgeting, operations, quality assurance, and evaluation of outcomes. Experience with work of the above nature in a large business engaged in services delivery is especially desirable. Interested parties may request a copy of solicitation number 232-FOH-97(01).
