Description

ENGINEERING AND ADMINISTRATIVE SERVICES SUPPORT FOR THE RESEARCH, DEVELOPMENT, TEST AND EVALUATION (RDT&E) OF RELIABLITY AND MAINTAINABILITY (R&M) AIRCRAFT SUBSYSTEMS. -- The Naval Air Warfare Center, Aircraft Division, Code 2.5.1.3 at Patuxent River, MD announces its intention to procure on a competitive basis, services and materials necessary to provide support for reliability, maintainability, systems testability, quality assurance, diagnostic and system safety analyses during the design, development production, and in-service cycles of Naval aircraft and their systems. The contractor shall be required to provide the Systems Engineering Department Code 4.1.6, as this support encompasses carrier based tactical aircraft, shipboard capable vertical-short takeoff and landing aircraft, maritime support aircraft, unmanned aircraft, tactical weapons systems, support systems and equipment, and aircraft launch and recovery equipment. The services shall be performed at Naval Air Warfare Center, Patuxent River, MD. The contract type is anticipated to be Cost-Plus-Fixed-Fee Term, with an estimated total level of effort of 414,000 man-hours (103,500 per year) over a period of four years. The applicable NAICS code is 541330. The period of performance consists of one base year plus three option years with performance commencing approximately 30 September 2005. This action is a follow on to contract N00421-96-C-5289, the incumbent contractor is MANTECH SYSTEM ENGINEERING CO, 12015 Lee Jackson Highway, Fairfax VA 22033-3300. It is the Government's intent to award a single contract to the offeror who provides the best overall value to the Government, cost and non-cost factors considered. All potential offerors must either have or be able to obtain a DOD SECRET facility clearance with a SECRET level of safeguarding capabilities.
