- Description
- The U.S. Environmental Protection Agency, Region IX, requires cleanup services that will be specified in delivery orders for emergency and time critical removal actions in the states of California, Nevada, Arizona and Hawaii. It is anticipated that two, five-year Time and Materials Indefinite/Delivery Indefinite/Quantity contracts will be awarded. Each contract will be for a period of one year with four one year option periods. One contract will be for Full and Open Competition and the second contract will be reserved for a small business. The contracts are contemplated for emergency and time-critical removals actions, which include oil, petroleum, and hazardous substance releases. The successful contractors must be technically qualified to undertake responses actions relative to Section 104 of the "Comprehensive Environmental Response, Compensation and Liability Act of 1980 " (CERCLA) as amended by "Superfund Amendments and Reauthorization Act of 1986 " (SARA), Subtitle I of the "Resource Conservation and Recovery Act" (RCRA) as amended by SARA of 1986, the "Clean Water Act" as amended by the "Oil Pollution Act of 1990." The contractor may also be tasked to support EPA's role under the "Federal Response Plan" in instances of presidential-declared disasters pursuant to the "Robert T. Stafford Disaster Relief and Emergency Assistance Act" (Stafford Act). In accordance with FAR 16.504(c) the EPA intends to pursue multiple awards to two different offerors for this solicitation. The RFP will be posted on the EPA web site on or around 01 May 01. No hard copies will be issued. Oral presentations will be used and will consist of a "pop quiz" and a scenario. Only current full time employees of the offeror (no subcontractors) may attend and participate in the oral presentations. Offerors may not propose as both a prime and a subcontractor under this solicitation. There will be a source list posted concurrent with the solicitation.
