- Description
- Description: The Bureau of Reclamation (Reclamation) intends to negotiate on a sole source basis with Metropolitan Water District of Southern California, La Verne, California, for paint (coating) test data results, coating testings and evaluation, consultation, and coating training. The coating test and evaluation program will include the following work: Provide data on completed tested coating materials; perform testing and evaluation on reduced volatile organic compound (VOC) coating materials; perform testing and evaluation on existing and new technology coating materials; perform immersion testing to Reclamation requirements; provide consultation; and conduct multiple coating classes. Through the proposed contract, testing will be performed on South Coastal Air Quality Management District reduced VOC compliant coatings in a cost-sharing agreement with five other participating agencies within essential public service coating Technical Assessment Group. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The reason justifying this sole source procurement is: the Government believes that only one responsible source can provide the services that will satisfy the agencies full requirements, because of the vast amount of technical experience and expertise required, as well as the highly specialized testing techniques, equipment, and facilities necessary to perform the requirement. It is anticipated that a. two-year indefinite-delivery/indefinite-quantity contract will be awarded. Any firm that believes it possesses the above technical expertise is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements/possession of the requisite technical expertise. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
