Description
The U.S. Department of Energy's National Energy Technology Laboratory (NETL) intends to buy membership in the hydrate consortium at the Colorado School of Mines. The consortium entitled "Kinetic Inhibition of Natural Gas Hydrates in Offshore Drilling, Completions and Processing Operations" will develop, gather and distribute information relative to the understanding and technology associated with natural gas hydrate phenomena in drilling, production and as a potential energy source. Additionally experimental measurements on hydrate formation conditions in sediments applicable to the permafrost and sea floor/hydrate stability issues will be accomplished. Information that can be incorporated into predictive models of hydrate behavior will be a direct result. This membership provides a unique forum for interaction between DOE/NETL, the academia, and industry on the technology needs in this area. These forums and final written deliverables will be extremely effective means for DOE/NETL to achieve the objective of product/technology transfer. The objectives and direction of the CSM Center for hydrate research is consistent with the current direction of the DOE Hydrates Program. This purchase is considered sole source to Colorado School of Mines. Therefore, no solicitation will result from this announcement. Request for information should be addressed to Peter Schuster, P.O. Box 880, MS I07, Morgantown, WV 26507-0880. Note 22 applies.
