Description

The US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of Services in the research, development, and testing of explosives in accordance with the specifications cited in the statement of work. This is an 03 Priority Order for "FCS". ARL intends to solicit and negotiate with only one source under the authority of FAR 6.302 with Ensign-Bickford, Simsbury, CT. This source has proven to possess the necessary expertise, facilities, technical skills, and capabilities to meet and accomplish the Government's requirement and time constraints. Interested firms have 5 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 5 days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
