Description

The U.S. Army Soldier and Biological Chemical Command -- Natick intends to award a purchase order to the University of Hawaii, 2530 Dole Street, Honolulu, HI 96822-2303 on a basis of other than full and open competition [reference FAR Subpart 6.302-1; authority 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1)] for research and development (R&D) services exploring fruits high in antioxidants and phytochemicals, specifically the guava and mango fruits. The R&D work shall be accomplished in order to examine classes of antioxidants present in these fruits and incorporate fruit purees into test and existing ration items in hopes of developing a shelf stable puree product, a puree coated snack item, and ration items for military use. Through market research and past government experience the U of Hawaii has been determined to have extensive experience with nutrient composition and antioxidant activity of foods, specifically, foods such as the tropical/sub-tropical fruits the Army will be exploring in this effort. Due to their tropical location and strong business relations with the top grower/processor of guava, the U of Hawaii will easily be able to obtain guava (puree) and mango (puree) required for frequent testing/research throughout this effort. The order resulting from the above described work shall be for a two-year period and costs shall be below the simplified acquisition threshold ($100,000.00). No quotation document is available for this effort. Interested sources shall make any inquiries about this work no later than 2 Mar 01. Reference Note 22, as above shall be awarded utilizing simplified acquisition procedures, quotations received within seven (7) days after date of publication of this synopsis shall be considered by the Army.
