- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE AWARD WILL BE MADE USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this acquisition is unrestricted and all interested offerors may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for a Leica ICM 1000 Confocal Microscope system (or equal). The confocal microscope system must mate, match and be completely compatible with the software and hardware on an existing Leica Q5501W Imaging workstation. The confocal microscope system shall support only materials science applications. It is especially important that the confocal microscope shall have all of the following features: simultaneous detection of position, intensity, color and time; non-contact laser based surface profiling with read laser diode; materials measurement software including area based analysis of roughness; precision focusing nosepiece with minimum step size-1nm; macro capability; magnification range 94-30,000 times; 640x512 pixels, 4096 intensity levels at 10 frames/s. All interested offerors shall provide a quote for the following line items: 0001: Quantity one (1) Leica ICM 1000 Confocal Microscope system -- Brand name or equal with the following specifications: Basic DM LM stand including PFN 1000; Precision focusing device PFN 1000; Travel distance 2mm; resolution 25nm; Standard optical outfit for DM LM; Stage #1306 U w/inverted bracket for DM LM: N plan 2.5x/0.07; HC PL Fluotar 10x/0.30; HC PL Fluotar 50x/0.80; PL APO 100x/0.95 including M25 Thread Adapter; Spacer ring 25/RMS; HC PL Fluotar 5x/0.15; Anti Vibration table ICM complete; ICM 1000 Scan Head; 8/12 bit digitization; fully integrated in scan head; Red Laser diode, 635nm, 1<mW output, Laser Class lllb; Optical Resolution: xy 0.3um (NA=0.95, 635nm); z measurement resolution .1um (typical); Scan Speed: 10 frame/s, 640x512 pixels; xyz stack: 30 frames/3s. Power Workstation: LCS Leica Materials Confocal Software. Fully operator configurable user interface. Context sensitive online help system; Multitasking high performance Windows NT Workstation; Intel Plll 600 MHz; 256 MB RAM: Graphics board, 32 MB; 1 21" monitor; 9 GB SCSI hard drive; 3.5" floppy; CD read 40. CD write 6x; Network Adapter 10/100Mbit; SCSI Adaptec U2 W controller; Keyboard; Mouse; MS-Windows NT 4.0/SP5; RAM 256 MB; HD 18 GB; LCS Macro Developer; Task automation based on MS VBA technology, includes VBA IDE. LCS Materials (add license): Additional license for LCS Macro Developer (requires 1st license installed on site); Task automation based on MS VBA technology includes VBA IDE. Line Item 0002 Quantity one (1) XY stage DM IR: Motorized scanning stage "Marzhauser" for DM IR stands. Movement range 52x25mm. Resolution (stepping distance) 0.025um. Repeatability max +/- 0.75um. Absolute accuracy <6um. Electronics (multicontrol) and control software for DM IR series. Line Item 0003: Manuals for the confocal microscope system, Quantity: one set; CLIN 0004: Warranty-parts and labor, Quantity: one (1) year; Line Item 0004: Delivery FOB Destination: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract; and pay and bear all charges to the specified point of delivery. The contractor shall deliver all line items FOB Destination, to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery shall occur within three (3) months after receipt of the purchase order. The items above have been identified by a "brand name or equal" description, which is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: 1) Technical capability to meet agency need; and 2) Past Performance. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions applies to this acquisition, including subparagraphs: (1) 52.203-6. All offerors shall submit the following: 1) Three (3) copies of a quotation which addresses Line Items 0001 through 0004; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); 5) A list of two (2) contracts/purchase orders completed during the past three years for similar equipment with the following information: Name of contracting activity, contract number, contract type, total contract value, contracting office, and telephone number, and program manager and telephone number; 6) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far. 7) Software licenses, if applicable to this requirement.
