- Description
- The RFA will request cooperative agreement applications from a wide range of organizations including registered U. S. PVOs, cooperatives, universities and for-profit firms. While for-profit firms may submit applications, it is usaid's policy not to award fees/profits under assistance instruments. USAID/Guinea plans to undertake a four-year activity called community support and equity in guinean primary education with an estimated value of eleven (11) million us dols. The purpose of this activity is to expand the scope and extent of ongoing community participation and equity-enhancing activities in basic education. Activities will comprise intermediate results 3: "improved community participation in basic education", and intermediate results 4: "improved gender and rural/urban equity in basic education", of the mission's basic education strategic objective. It is envisioned that a single performance based cooperative agreement will be awarded. Given the diversity of activities which may be conducted under this activity, interested organizations are encouraged to prepare and submit joint applications where each organization will take the lead in implementing the type of activity in which it has a comparative advantage. two or more organizations could conceivably submit a joint application to USAID. Organizations must offer evidence of their ability to address education management problems and issues in the target zones in guinea. care should be taken to establish the relevance of past experience to the application and as an indicator of success. This may include (but is not limited to): 1) proposed approach, 2) organizational capacity and past performance, 3) cost effectiveness, and 4) cost share. USAID/Guinea anticipates substantial involvement during the course of implementation. Such involvement will include approving: recipients' implementation plans; key personnel specified in the application; recipients' monitoring and evaluation plans; and concurrence on the selection of subaward recipients and/or substantive provisions of the subawards. no further involvement, beyond that associated with normal agreement administration, is anticipated. Specify the RFA requested, and include your complete firm name, contact person, mailing address, phone no., fax no., and e-mail address. No telephone requests will be honored. Pre-application conference it is anticipated that a pre-application conference will be held in Conakry o/a March 22, 2001. Prior to the conference, mission technical staff will organize a field visit (March 18-21). Depending on number of organizations indicating an interest to participate in the conference, one to two representatives of each interested organization will be welcome to attend. The purpose of this field visit is to expose potential organizations to current education community participation and equity initiatives as well as current activities of the three other usaid/guinea strategic objectives. selected activities of other donors will also be included. Confirmed dates and place will be provided in the RFA. The issuance date of the RFA is expected to be approximately February 23, 2001. The closing date will be approximately April 16, 2001. The preferred method of distribution of USAID procurement information is via the internet or by request of a solicitation on a 3.5 flopy disk (word 97 format). Cooperative agreements will be fully or incrementally funded, depending on the availability of funds.
