Description

The Western Governors' Association requires technical assistance in planning and conducting a joint WIPPTREX field exercise with the states of California and Nevada. WGA and the states will be conducting this exercise as part of the states preparation for future shipments of transuranic waste from the Nevada Test Site to the Waste Isolation Pilot Plant (WIPP) in New Mexico. The exercise is to assist the states in assessing the level of preparedness of local, state, federal and medical service agencies responding to incidents involving WIPP shipments along the planned route (NV Route 373/CA Route 127). The Western Governors' Association (WGA), in collaboration with the U.S. Department of Energy-Carlsbad Field Office (DOE-CBFO) developed the Waste Isolation Pilot Plant Transportation Exercise (WIPPTREX) as a tool to validate the capability and proficiency of the participating state, local, federal and medical emergency response personnel in responding to a transportation incident involving a TRUPACT-II and transuranic waste. At the request of the states of California and Nevada, WGA is issuing this Request for Proposal to provide technical assistance to the states and WGA for the planning, design, evaluation of a WIPPTREX on the planned route. A specific site and time for the WIPPTREX field exercise will be determined as part of the planning process. WGA will maintain administrative and policy oversight of the project, the states of California and Nevada will have day-to-day operation oversight and approval of the planning, training and exercise elements. This RFP is funded through a cooperative agreement between WGA and DOE-CBFO. Interested parties can download the RFP and review background documents by accessing the WGA web page at www.westgov.org.
