- Description
- The U.S. Department of Transportation (DOT), Research and Special Programs Administration, Office of Contracts and Procurement, DMA-30, 400 7th Street, SW, Room 7104, Washington, DC 20590 has a requirement for contractor support in conducting the Department of Transportation (DOT), Office of Emergency Transportation (OET) tabletop exercises as described below. RSPA intends to release a solicitation (Request for Proposals (RFP)) for this requirement. This requirement was previously posted in the Commerce Business Daily as a Sources Sought (Reference # 01-SS-OET1, posted on November 14, 2000). This requirement is 100% SET ASIDE FOR SMALL BUSINESSES with the capabilities to perform this requirement as set forth in this announcement. Governmental directives mandate Federal departments and agencies to aggressively develop plans and procedures for continuing essential programs and services in the event that a natural or manmade catastrophe place Continuity of Operations (COOP) or Continuity of Government (COG) planning in jeopardy. Contractor support is required to assist OET in preparing four tabletop exercises, as follows: (1) Continuity of Operations (COOP) Exercise involving the various components of the Office of the Secretary of Transportation, possibly including the Secretary and Deputy Secretary; (2) An Administrator's exercise which will include the Administrators of the eleven (11) operating administrations (OA's), this exercise will involve a natural hazard scenario, such as a major earthquake; (3) A Continuity of Government exercise involving members of the National Emergency Management Team (NEMT), with the possibility of some team members participating remotely via technological communications channels and the scenario will involve a threat to national security and; (4) A Crisis Management Center (CMC) exercise involving the DOT CMC augmentation cadre from all operating administrations. This exercise will involve a terrorism scenario, and be conducted in 2 iterations, each 3-4 hours long. The four exercises referenced above are designed to implement disaster plans and procedures. To that end, it will require scheduling, designing, conducting, and evaluating exercises designed to promote free flow discussion and identification of planning strengths and shortfalls. The contractor will coordinate exercise content and direction. The contractor will use audio-visual and computer technology to enhance the realism of the exercise. The exercises will also require that the contractor submit the following deliverables: (1) Player' manual (notebook with information on the exercise scenario, ground rules, feedback forms, and area for notes); (2) Master Scenario Events List; (3) Tabletop exercise synopsis (includes a list of participants, description of the scenario, and an evaluation of the issues discussed and lessons learned); and (4) Corrective Action Plan (includes ways to enhance policies and procedures). The contractor will also be required to submit a short videotape sample of the contract-designated facilitator conducting a tabletop exercise briefing. Contractor personnel must possess requisite technical qualifications to perform this requirement. Each exercise requires at least one facilitator and one administrative support specialist. Both the facilitator and administrative support specialist must possess a Top Secret security clearance. REMINDER: This requirement is 100% SET ASIDE FOR SMALL BUSINESSES. The contract period of performance is anticipated to be one base year (twelve months) with the possibility of two (2) option years (twelve months each). It is anticipated that this procurement will be awarded as a Cost Plus Award Fee type contract. The North American Industry Classification System (NAICS) code for this requirement is 541611 and the small business size standard is $5 million.
