Description
This synopsis is issued for informational and planning purposes only. The 48th Contracting Squadron/LGCR is in the process of conducting a direct conversion under Office of Management and Budget (OMB) Circular No. A-76 for Air Force Type IIA Precision Measurement Equipment Laboratory (PMEL) Type IIA at RAF Lakenheath, United Kingdom. Type IIA designates the PMEL as a base level PMEL with a 68-degree room providing regional support to all of United States Air Forces in Europe. PMEL maintenance priorities for Test, Measurement, and Diagnostic Equipment (TMDE) in support of military operations are categorized as routine, mission essential, and emergency. Normal turnaround time for routine work is 10 calendar days on a first in first out basis. Workload designated mission essential by customer request is placed in work ahead of routine work on a continuous basis during normal work hours until completed. Those items designated for emergency maintenance (occurs infrequently) by the unit commander take precedence over all other workload and require immediate attention and around the clock service until returned to the customer. PMEL operations may be required outside normal duty hours and 24 hours a day during natural disasters or crises. Knowledge and experience is necessary in the following areas: 1) Provide repair and calibration services for approximately 19,000 maintenance actions items per year distributed to 280 work centers through out Europe and Southwest Asia. 2) Ninety-five percent of the calibrations have a 10-day turn around time.3) Support outside normal duty hours and 24 hours a day during natural disasters or crises. Responding companies must provide evidence of knowledge and experience in the following areas: 1) Advanced electrical, electronics, electromechanical, mechanical, physics, optics, and thermal principles; 2) Mathematics and number system; 3) Operating principles of complex and intricate Test, Measurement, and Diagnostic Equipment (TDME) and laboratory standards; 4) Interpreting block, schematic wiring logic diagrams and technical data; 5) Trouble shooting techniques; 6) Calibration, traceability, metrology techniques, laboratory practices, and planning; 7) Microprocessors; 8) Computer operational principles, language, and software; and 9) Use, care for, and repair of complex and intricate TMDE, laboratory standards, hand tools. Collateral areas include contingency support and procedures, training, staffing, contract management, supply, transportation, civil engineering, budget, maintenance data collection, quality control and assurance, and integrated logistics feedback system; communications and information systems, inter-service and inter-departmental support agreements; reimbursement procedures; equipment scheduling, production, and material controls; facility requirements; supports equipment material management; and Air Force Metrology and Calibration (AFMETCAL) Program functions and procedures. Currently, this workload is accomplished at the government-owned laboratory with government-furnished calibration equipment, operating under AFMETCAL calibration procedures, technical oversight, and laboratory accreditation. Basic Assumptions: 1.) Use of Government facilities offered, but may will consider Contractor facility meeting environmental requirements as required by TO 00-20-14 2.) Use of Government furnished equipment (GFE) 3.) Adherence to Government approved calibration procedures 4.) Certification of measurement traceability will be maintained through the AFMETCAL certification program 5.) Use of the Government_s management information system. If your organization is interested in providing this service please send an email with your company details and point of contact. and provide answers to the following questions. Do you have a facility/equipment/capability to perform this work? Would your preference be to use the Government facilities and GFE? If not, where would you anticipate performing the work? 6) During start up phase of contract the Government is willing to provide Field Assistance Support Team for Calibration (FASTCAL) facility to an offeror who chooses not to operate from the current location. We need to determine if any company would be interested in utilizing this facility during transition. FASTCAL would be available for a 90-day period and it has its own power generation, environmental controls, and tools. Most calibrations can be performed using the FASTCAL. However, quantity of work would be limited by available space. If contractor chooses to use the FASTCAL, they would be responsible for turn-in to base supply at no additional cost to the Government.
