- Description
- The Environmental Protection Agency (EPA) has on ongoing requirement to continue providing interior design and space planning services for the New Headquarters offices located in Washington, DC. The EPA's new Headquarters Project began in 1994 to obtain interior design services, including floor plan design & furniture layout, construction monitoring, furniture selection, and technical coordination of the consolidation effort. This requirement is a follow-on procurement to EPA Contract No. 68-W-98-222 with Gruzen- Samton , 304 Park Avenue, South, New York, NY 10010. The EPA is currently soliciting proposals for the planning and interior design of new offices required for the consolidation of the EPA Headquarter's buildings. This phase of the procurement consists of the design of approximately 403,000 square feet, located in the Federal Office Building component of the Federal Triangle Complex ( Interstate Commerce Commission Building, U.S. Customs Building, the Ariel Rios Federal Office Building and connecting wings). The building spaces are comprised of offices, office support areas (file rooms and copy rooms), computer rooms, libraries, and conference rooms. The contractor shall provide planning and design services through the design intent phase, as well as review of construction documents, which will be prepared by the project developers. The contractor shall also demonstrate expertise in a variety of environmental areas: energy and resource conservation, indoor air quality, pollution prevention, and recycling. This expertise shall be used to implement environmentally advantageous designs and services throughout the procurement. In addition to the above work, the possibility exists for the design of EPA office space not located at Federal Triangle (up to 800,000 additional square feet). The contractor shall have demonstrated experience in the design and performance of projects complex in size and nature (exceeding 300,000 square feet). The contractor shall provide the necessary personnel, materials, supplies and services (not otherwise provided) to perform this requirement. A cost plus fixed fee Level of Effort type contract is planned with a 14 month base period, and two six-month option periods. The EPA's best estimate of the number of hours of effort for the base period, option year 1 and option year 2 is 17, 555 , 4,200, and 4,200, respectively. The procurement process will not follow A/E procurement/Brooks Bill procedures. The EPA intends to solicit for this requirement utilizing Full and Open Competitive procedures after exclusion of sources that are a prime or subcontractor for construction of the facilities designed in this contract. The RFP will be issued on or around March 20, 2001 with proposals due 30 days after issuance of the solicitation. The applicable NAICS Code is 56179.
