Description
The District of Columbia Pretrial Services Agency (PSA) is an independent federal investigation and supervision entity within the Court Services and Offender Supervision Agency for defendants who are released into the community while awaiting disposition of their cases in both the D.C. Superior Court and U.S. District Court. PSA is mandated to provide comprehensive treatment services to persons ordered to undergo such treatment as part of either pretrial or post-sentence supervision. These persons may be dually diagnosed with both mental health and chemical dependency issues and may include persons of varying cultural backgrounds who may be non-English speaking, i.e., Spanish. PSA intends to accept proposals for five (5) categories of substance abuse treatment services. The treatment categories required include: (1) Outpatient Treatment, intensive and regular, (2) Detoxification Treatment, social and medical, (3) Residential Treatment, (4) Transitional Treatment and (5) On-site Counseling Sessions, group and targeted group interventions. Potential offerors may propose on any of the five categories. However, potential offerors must be able to provide all services required within the category or categories being offered. All treatment programs shall maintain certification and/or licensure through the appropriate state where the treatment program resides. Treatment programs in the District of Columbia not yet certified by APRA shall arrange for certification not later than 30 days after the start of the contract period or not later than 30 days after APRA begins their certification process. All certification requirements shall be met not later than 180 days after inspection by APRA. In the meantime, the Court Services and Offender Supervision Agency in concert with PSA and APRA may grant provisional 90-day certifications. Certification/licensure shall be maintained throughout the contract period of performance and shall comply with any subsequent revisions or additions by the certifying authority for drug abuse programs. PSA will conduct a Pre-proposal Conference. Potential offerors will be provided instructions on the date and time in the solicitation. The purpose of the Pre-proposal Conference is for the Government representatives to answer potential offerors questions regarding the technical aspect of the solicitation, the facilities, and areas in which the services will be performed. Potential offerors must submit those questions in writing to the Contracting Officer prior to the Pre-proposal Conference. The Government anticipates the award of a firm-fixed unit price, indefinite delivery indefinite quantity contract and reserves the right to make multiple awards. FAR Part 12 procedures will be used to the maximum extent as the Contracting Officer has determined this a commercial service. The solicitation documents will be issued on or about March 12, 2001. All responsible sources may submit a proposal, which will be considered by this agency. All requests for the solicitation documents must be in writing and mailed to the attention of Ms. Angela Simmons, D.C.
