- The Navy, on behalf of the US Special Operations Command (USSOCOM) Special Operations Peculiar Modification (SOPMOD) Program is issuing this Request for Information (RFI). SOPMOD is presently conducting a market survey. Sources are sought that can provide Commercial-Off-The-Shelf (COTS)/Non Developmental Items (NDI). NDI include items that are developed but not yet in production, but can reasonably be expected to be in the status of production-ready articles for comparative testing on or about February of 2002. COTS/NDI information is sought for a family of Muzzle Brakes and Suppressors (FMBS) for small arms in 5.56mm and 7.62mm to meet the operational requirements of USSOCOM Special Operations combatants. This RFI is to explore industry ability to supply a coordinated modular family of complimentary muzzle brake/suppressors. The SOPMOD Program is not seeking alternate sources for the current SOPMOD Quick Detach Sound Suppressor (QDSS), NSN 1005-01-437-0324, as used on SOF weapons, rather is interested in exploring COTS/NDI extended life, expanded application, high-endurance suppressors that show demonstrable improvements over the standard QDSS. The FMBS will correct the current operational shortfall of suppressors that are optimized for Close Quarter Battle (CQB), standard carbine, and sniper applications. Sought are improvements in materials, manufacturing process, high endurance coatings, and other unknown technologies that yield extended performance suppressor life to a threshold of 15,000 rounds with an objective of 30,000 rounds under various firing schedules. Current M4QD suppressor characteristics for comparative baseline are: length-6.6inches, weight-24 ounces, diameter-1.5 inches, sound reduction-28dB, up to a 2.5 MOA zero shift when fitted to gun, with minor or no loss in instrumental accuracy, endurance to failure under harsh firing schedules approximately 10,000 rounds, and approximately 500 rounds under continuous belt-fed full automatic fire. While the SOPMOD program objective seeks to include the minimum number of muzzle brake/suppressor variants requisite to the applications, preliminary market studies indicate that it may be necessary to study several specialized variants. Four roles are sought that may or may not require different versions of sound suppressors. 1.) A small/lightweight Close Quarters Battle (CQB) muzzle brake/suppressor tailored for ergonomic considerations on carbine(s) with 9-12 inch barrel(s) that is approximately 75/80% as capable a device as compared to the standard QDSS, with a noise reduction capability that allows weapon use in confined spaces without earplugs or other hearing protection; 2.) A standard carbine muzzle brake/suppressor for general purpose use on 14-15 inch barreled carbines equal to or better than the current QDSS; 3.) A high-accuracy muzzle brake/suppressor for precision fire applications, which increases accuracy without notable shift of impact when attached/detached; 4.) A high endurance version muzzle brake/suppressor that is tailored for use on both 5.56mm and 7.62mm machineguns. Market survey information must be received NLT 28 February 01. The vendor response to this market survey must include the following information: 1.) Technical description of product, to include photographs (electronic photograph preferred). 2.) Current users/customers of the product, if any. 3.) Contact information for current users/customers, if any. 4.) Test qualification history of product, if any. 5.) Year 2001 and 2002, cost and delivery schedule for 1, 10, 100, 1000, and 10,000 units. 6.) Industry comments on the feasibility of the performance parameters and system descriptions noted above. If item is of foreign origin, vendors must include information on local government plans for procurement and local government/military contract information, if any. The government may be interested in purchasing product samples of certain muzzle brake/sound suppressors. This notice is related to SOL N00164-00-R-0135 in that it seeks to compare COTS/NDI solutions to ongoing developmental efforts at some future date. This notice does not constitute an invitation for Bids or a Request for Proposal (RFP) and is not a commitment by the SOPMOD Program to procure subject equipment.
