- The Navy is seeking solutions to upgrade current Meteorological and Oceanographic (MetOc) forecaster visualization tools to allow the on-scene forecaster to modify gridded binary (GRIB) data for use in forecast development. This visualization tool must be able to display a wide variety of information, including a combination of observations, output from numerical models or climatological data along the following guidelines: text warnings and advisories, text-format observations in raw or tabulated form, local information from automated observing systems, geographically based observations at any level using WMO standard or user-defined plot models, a forecast sequence derived from any NWP model in a WMO-style plot with an associated graphical time-series, real-time lightning observations and worldwide airfield climatology. Visualization must also include: WMO plot models, which allow the user to define which meteorological elements are to be displayed; NWP fields viewed as contours (with or without color-fill), streamlines, symbols figures, pseudo images or stylized station plots; rapid pan, zoom and rotation of the map display; user-configurable colors for all displays including map backgrounds; color slicing of satellite, radar imagery and pseudo images with a facility to fade between two images; interactive mouse control that allows for additional information to be displayed at the location of the cursor, either as spot values or upper-air profiles; variable-speed animation with user-controllable speed and dwell time; ocean and atmospheric cross-sections; facilities for the user to set up macros; vertical profiles on logarithmic diagrams (for displaying bathymetric profiles), thermodynamic diagrams and hodographs allowing analysis of both observational data (TEMP, PILOT and BATHY messages) and gridded forecast information. This visualization tool must provide the means to analyze and display contours, streamlines or wind arrows for a range of observed or derived parameters taken from scattered observations, at any level of the atmosphere or ocean, for any area of the globe. Users must be able to manipulate forecast fields in time and space (mean sea-level pressure, geopotential height, precipitation, wind, ocean temperature, salinity and currents) to produce a set of meteorologically and oceanographically consistent output fields. The respondent should provide as a minimum the following information: (1) physical and functional description of the item being offered (size, weight, and external interfaces); (2) performance description and specification of the item; (3) if possible state how the item can be integrated within existing or planned Navy systems and when it will be available; (4) if possible, include cost of item or technology now and anticipated in the future with further development; (5) if not yet NDI, provide the development status and anticipated schedule for completion. Even though this program aims toward Navy-specific installations, organizations that have contributed to similar solicitations by other DOD branches or Government agencies should respond here as well to assure exposure of their technology to the Navy. This announcement is a request for information and no contract will be awarded pursuant to this announcement. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement will be issued. However, SPAWAR and the Navy will utilize the information for technical and acquisition planning. It is recognized that cost information, which is provided by the contractor, is a preliminary estimate for planning purposes; the contractor will not be bound to these estimates. Subsequent acquisitions may follow in the ways which best meet Navy needs. The government invites comments related to possible purchase or acquisition strategies. If there is a GSA or other contract vehicle already available for the technology being proposed, please include this information in the response. All data received in response to this RFI marked or designated as corporate or proprietary information will be fully protected from release outside the government. SPAWAR will not reimburse providers for the cost of submitting information in response to this RFI. Please direct any questions via e-mail to the POC, Ed Davenport (davenpe@spawar.navy.mil). To be beneficial, interested parties should submit any applicable information by June 15, 2001 via electronic transmission to the POC, or via two (2) complete sets of hard copy materials to the above address. In addition, parties who wish to do so may schedule a one-on-one information-gathering presentation for SPAWAR representatives, by contacting the POC. The overall presentation will not last longer than two hours. Such presentations, if scheduled, may take place at the San Diego, CA offices of SPAWAR during the months of July and August of 2001 with exact timing and location to be mutually arranged. Parties are advised that SPAWAR is encouraging frank discussions and will ask clarifying questions but will not respond with comments or results of meetings.
