Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) to 1) Evaluate quantitatively the accuracy and performance of typical edge detectors and wavelet transforms (WT) in measuring edges in images. The work shall include application of various edge detectors and WT to simulated and real edges with certain intensity distributions. This study allows parametric estimates of errors of the edge detector and WT for different types of edges. 2)Develop deterministic, statistical and fractal models for a large class of textures (or patterns) and contours. Applications of these models will focus on typical natural and engineering structures such as flow structures and inflatable space structures. 3)Apply neural network and fuzzy logic methods to pattern recognition, feature identification and functional extraction in aerospace engineering. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from the George Washington University (GWU), who is the only responsible source and no other supplies or services will satisfy Agency requirements. GWU has the unique expertise in combining stochastic pattern modeling and fuzzy clustering and has applied these techniques to physics-based image measurements (such as complex flows) that are essential to this project. GWU has a unique knowledge of this project and it would take substantial duplication of time and money for another firm to perform these tasks and these costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 2, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
