Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is soliciting white papers for the investigation and development of new technologies in the areas of over-the-horizon (OTH) radars. The proposed capabilities should demonstrate promising technologies that will significantly improve the performance of OTH Radars. Consideration for contract awards under the BAA will be given to new and innovative advances in system algorithms, architectures, hardware and software. While all such advances will be considered, specific areas of interest are as follows: (1) Noise and Clutter Mitigations including but not limited to Traveling Ionosphere Disturbance mitigation (TID) and Range Coincident Spread Doppler Clutter (SDC). (2) Boat detection and tracking for vessels in the area of 60-110 feet in length. (3) Bi-Static operation of existing systems in VA, TX, and Puerto Rico. (4) Advanced Coordinate Registration including Mode Linking and satellite measurements. WHITE PAPER SUBMISSION: Offerors shall submit white papers summarizing the proposed concept, including a rough order of magnitude cost for the task or tasks the offeror proposes to address and the innovative advances that will be implemented to enhance the OTH radar as well as any intended resources that may be used for testing or data collection. White papers shall be submitted by e-mail in Microsoft Word format to sd13@nswc.navy.mil. White papers shall be no longer than ten (10) pages in length (not including cover page). The white paper should be formatted as follows: Section A: Title, Period of Performance, Cost of Effort, and Name of Company; Section B: Task Objective; Section C: Technical Summary (including offeror's qualifications and experience); Section D: Cost Summary. White papers and all related correspondence should reference BAA Number N00178-01-Q-3017. The white paper should be an UNCLASSIFIED document. If desired, multiple white papers addressing different areas of research and development may be submitted. In the interest of equity, papers exceeding the 10-page limitation will not be reviewed nor considered. White papers may be extensive and broad in scope but should be structured around 6 to 12 month periods with clearly defined conclusions and deliverables at the end of each period. White papers may include multiple year/period options that extend beyond the initial year/period, but total duration of the proposed efforts shall not exceed 36 months. Evaluation of white papers will based on the following criteria: (1) the overall scientific and technical merits of the proposal, (2) the potential contribution in the development of OTH radars, (3) innovativeness of the proposal, (4) the ease of integration with other products, and (5) the reasonableness of proposed costs. Other factors to be considered may include past and present performance on recent Government contracts and the capacity and capability to perform the requirements of this effort. The criteria used to evaluate the proposals will be the same as that used to evaluate the white papers. Should NSWCDD select a white paper for further consideration, the offeror will be requested to submit an in-depth technical and cost proposal. An invitation to submit an in-depth proposal does not assure that the submitting organization will be awarded a contract. The Government reserves the right to select any or none of the responses received and is not bound to make an award. Proposals submitted will be evaluated as they are received. Individual proposal evaluations may be based on acceptability or non-acceptability without regard to other proposals submitted under the announcement. White papers received no later than 16 March 2001 will be considered for initial FY01 funding. NSWCDD anticipates that initial contractor selections will be made promptly after the initial receipt of white papers. White papers submitted within 24 months after publication of this BAA will be considered for award if funding is available. This announcement shall be open through 16 Feb 2003. Cut off for white paper submission for initial selections is 16 March 2001. This notice constitutes a BAA for NSWCDD as authorized by FAR 6.102(d)(2) and, as such, solicits the participation of all offerors capable of satisfying the Government's needs. This BAA should not be construed as commitment or authorization to incur cost in anticipation of a contract.
