Description
This announcement constitutes a Sources Sought Synopsis. The Air Force would like to replace the existing TV Interface Card with a more reliable, longer life card with a ten-year warranty, under the Falcon Flex Program. We are looking for a TV Interface Card that would offer "best value" to the government, not necessarily lowest procurement cost. This card would be a Form, Fit, Function and Interface replacement for the existing card. The following information is provided to assist the Air Force in conducting a market survey of industry to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill AFB, Utah. This is not a Request for Proposal or Invitation for Bid. We are seeking contractors who are interested in designing and manufacturing a high reliability TV Interface Card using modern technology rather than traditional build to print requirements. The F-16 Logistics Operations Division, Avionics Section, has a requirement for as many as 1,500 TV Interface Cards. The new card will replace the current card (NSN 5998-01-220-4070, P/N 8001023-922). The TV Interface Circuit Card Assembly (CCA) contains two television processing channels. Each channel can select one of eight externally supplied composite video signals, strip the composite synchronization from it, provide a DC restoration function, and superimpose externally supplied symbology of controlled variable intensity. A top-level drawing set describing the TV Interface Card function and current design is available. Interested parties are requested to submit two copies of a summary of the capabilities and facilities they have which will allow them to perform the development and manufacture of the new card. Rough order of magnitude (ROM) cost estimates are also solicited as an aid in the budgeting process. Please include your Cage Code with your submission. The government does not intend to contract on the basis of this request or otherwise pay for the information solicited. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
