Description
McChord AFB intends to establish a Fixed Price Indefinite Delivery-Indefinite Quantity (IDIQ) type contract for Maintenance of Skimmers/Oil-Water Separators located on McChord AFB, WA. Period of performance shall be a one year Base Period with four (4) one year Option Periods. Contractor shall provide labor, materials and equipment necessary to sample, analyze, manifest, clean, collect, remove and dispose of hazardous and non-hazardous chemical waste, water, oil and sludge materials from industrial waste collection system separators and oil collection tanks at McChord AFB, WA. This acquisition will be accomplished as a Commercial Service in accordance with FAR 12, Utilizing Commercial Acquisition Procedures and FAR 15, Contracting by Negotiations. In conformance with FAR 19-1300, this acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition, please provide the following information to the Contracting Officer not later than 10 days after the publication of this notice: 1) SBA certification of HUBZone eligibility; 2) capability statement for firm including references; and 3) a positive statement that your firm intends to propose on this acquisition. Based on the responses, the Contracting Officer will make a determination whether or not to make this a HUBZone set-aside. If there is not a reasonable expectation of adequate competition as a HUBZone set-aside, the acquisition will be conducted under 100% small business set aside or in the absence of adequate small business competition under full and open competition. Small businesses are requested to e-mail Carla.Born@mcchord.af.mil of their intent to propose on this acquisition. Offers will be evaluated utilizing Best Value Procedures with the evaluation factors set forth in the solicitation. The North American Industry Classification System (NAICS) is 562998 and the Small Business Size Standard is $5,000,000. All responsible sources may submit a proposal that shall be considered by the agency. Successful offeror will be required to be registered in Central Contractor Registration (CCR). The solicitation package will be issued on or about 14 March 2001. The solicitation and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (EPS) site at www.eps.gov. following links USAF Offices, Air Mobility Command, 62 CONS. NO HARD COPIES WILL BE SENT. Proposals are due by close of business (4:30 PST) 17 April 2001.
