- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Mr. Owen B. Laug, Barnesville, Maryland, for technical assistance services. The Contractor shall: 1) Complete the design and fabrication of a set of high voltage precision attenuators which exhibit an overall stability of attenuation and compensation with time and temperature to within 100 parts per million; 2) Complete the testing and inter-comparison measurements of a previously designed two-stage amplifier-aided current transformer and calculable shunt resistor and provide a report; 3) Engage in a design review with Maxim Integrated Products of a previously designed high-speed integrated circuit analog comparator. The contractor shall also fabricate a prototype sampling comparator probe and make measurements of the probe to evaluate the performance of the comparator. This work shall be conducted at the NIST Gaithersburg, Maryland site. The period of performance shall be one year from date of award. The contract shall also contain two additional one year option periods for similar work. Mr. Lang has been intimately involved in many aspects of the NIST Wideband Sampling Voltmeter and therefore is in the best position to adapt its design for a high voltage pulse voltage measuring system. He has also been involved in previous designs of two-stage current transformers and shunts which makes him highly qualified to provide the documentation on their design and inter-comparison measurement results. Mr. Laug has extensive experience in integrated circuit design. The combination of this expertise makes Mr. Laug uniquely qualified to perform these tasks. This notice of intent is not a request for competitive proposals. However, interested parties may submit their capabilities to perform which shall be considered by the agency. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Notes 22 and 26.
