Description
This amendment is issued to address the following questions that were received in response to solicitation number LRF200103, a combined synopsis/solicitation posted on February 9, 2001. QUESTIONS AND ANSWERS:(Q) Does either a remedial action plan or equivalent need to be prepared and submitted to the EPA prior to initiating activities? (A)No. (Q) What about post excavation endpoint sampling? How are we going to demonstrate the clean boundard conditions have been reached? (A)It is in the tank pit and it is all loose, unconsolidated material. (Q) Have characterization samples been taken? Depending on the contaminant concentrations and/or the flash point of the soils, we could be dealing with non hazardous cover quality material to hazardous waste. (A)Yes. (Q) What about asphalt batching? It'll be a lot cheaper than disposal at a land fill. In addition, with a certificate of recycling, the chances of becoming a PRP will be nil to none. (A)The asphalt is gone; just dealing with concrete now. (Q) Would it be possible to see the analytical data? We would need this to determine if this is a listed or characterized EPA hazardous waste, or if it can be disposed of in a non-hazardous landfill. (A)Yes. It is not hazardous waste, it is regulated waste (gasoline/diesel fuel). (Q)Has the soil been stockpiled or is there any material stockpiled currently? (A)No, it is in the tank pit. (Q) How much contaminated soil will we remove? 670 tons? Will the areas to excavate be delineated so that we will know when to stop digging? (A)Yes, it's all unconsolidated material. (Q) Is the excavation floor concrete? (A) No. (Q)Was it a pit lined with concrete that the tanks were in? (A)No. (Q) Where is the waste water currently contained? Is this water on top of the excavation floor? (A)Yes, the water is in the tank pit. (Q) The notice seems to indicate that the pit will be covered with 6 inches of concrete. Which line item should include these costs? (A)The concrete would be covered under a separate procurement action; not part of this bid. (Q) If the backfill requires more than 640 tons, will this be paid for by unit costs or should it be included as a lump sum? (A)If the backfull requires more than 640 tons, the extra should be listed as an additional cost per ton. (Q) What type of crushed limestone aggregarate will be required for backfill (#57, #4, etc.)? (A)#57 or dense-grade. (Q) What city is this project located in, the specs, specified the county, to accurately estimate the mileage for disposal and aggregate transportation, the city located is needed? (A)Somerset (north end). (Q) Will the analytical results for the soil and water be available for review? (A)Yes, these could be provided. (Q) Can contaminated water from tank pit (approximately 9,450 gallons) be treated at site and discharged? (A)Yes, a discharge permit would have to be obtained and an on-site analysis performed. (Q) Please provide name of nearest town to property located in Pulaski County, Ky. (A)Somerset (Q) Will copies of the BTEX lab analyses for the contaminated soil and contaminated water be provided to the contractor? (A)Yes, these could be provided. (Q) Are additional analyses that are typically required by a landfill, the responsibility of the contractor? (A)Yes (Q) Is there a certain gradation of crushed limestone that is preferred for backfill? (A)Yes, #57 or a dense-grade. (Q) Are there any backfill compaction requirement? (A)No, dense grade is self compacting. (Q) I understand that the quantities you provide are estimated quantities. Will the final cost be determined by the actual quantities x the unit line item price provided? (A) Additional quantities should be listed for transport and disposal on the per-ton basis. The due date for quotations is EXTENDED to 4:00PM EST on Wednesday, February 21, 2001.
