Description
This is a sources sought synopsis for maintenance dredging for various projects over 5 million dollars for the New York District U.S. Army Corps of Engineers. The work consists of maintenance dredging with the disposal of the dredged material at a suitable upland placement site(s) to be provided by the contractor. The purpose of the proposed dredging is to maintain the authorized project dimensions, thereby assuring safe economical use of Federal navigation channels by shipping interests. PLACEMENT SITE: The dredged material will be transported by contractor-identified means, to a suitable upland placement site(s) furnished by the contractor. The dredged material will be required to meet all federal, state and local criteria required for the site selected. All necessary permits required for the dredged material placement will be provided by the contractor. Any sampling and testing required for obtaining permits required for dredged material placement will be provided by the contractor. ENVIRONMENTAL/REGULATORY COMPLIANCE: Permits or regulatory approvals that will be provided by the contractor include placement site permits as applicable and others as related to transportation, processing and placement of the dredged material, or any other aspects of the contractor's proposed disposition of the dredged material. These approvals include, but are not limited to: Water Quality Certificates (WQC) in accordance with Section 401 of the Clean Water Act, Coastal Zone Management (CZM) consistency determinations, and state agreement pursuant to Section 307 of the Coastal Zone Management Act of 1972 as amended, for activities conducted in a state which has a federally approved Coastal Zone Management program. WQC and CZM permits related to the dredging (as opposed to dredged material disposition) will be provided by the New York District U.S. Army Corps of Engineers. PRODUCTION CAPABILITY: In addition to the environmental/regulatory compliance requirements, bidders will provide evidence of the production capability and throughput rates for their proposed integrated system of dredging, transportation, processing, and placement. The NAICS code (formerly SIC code 1629) is 234990, size standard 17 million. Interested sources should provide a capability statement to the address below. This statement should include the following: 1) Name and address of the firm. 2) Size of business including annual revenue for NAICS code 234990 and entire business, and total number of employees. 3) Ownership, i.e. large/small/small disadvantaged/8a/or woman owned. 4) Year firm established. 5) Names of two principals to contact, including title and telephone number. 6) Previous Experience: Please include information for on-going contracts or contracts completed within the last five years (of similar cost magnitude and complexity) under NAICS code 234990. Pertinent information required is as follows: A. Name of Contracting Activity. B. Contract Number. C. Contract type (firm fixed price, cost plus, indefinite quantity, or combination). D. Period of Performance and Total Contract Value. E. Summary of contract work, including dollar value. F. Contracting Officer Name and current Telephone number. G. Contracting Officer's Technical Representative or Primary Point of Contact (Name and current Telephone Number). H. List of Major Subcontractors including Names, Addresses, and current Telephone Numbers of primary points of contact. I. A one-page list of equipment that is available to the contractor for the dredging, transportation, unloading and treatment of dredged material from deep draft navigation channels (channels deeper than 25 ft. below Mean Low Water). Interested parties must include a copy of the operating permits, or written contracts or agreements, that show that they have an approved upland disposal site for dredged material available for their use. J. The available capacity of the dredged material disposal site at this time and daily dredged material processing throughput, in cubic yards, must be specified in writing by the site owner or operator. Limit your response to 10 pages total (excluding permits and approvals), double-spaced, 12 Pt Font Size. Statements must be submitted by 4:00 P.M. on 28 February 2001 to NYD U.S. Army Corps of Engineers, 26 Federal Plaza, Room 1843 (Attention: L. Locke), New York, New York 10278-0090. This synopsis is for information and planning purposes only. All information submitted is at respondent's expense. Respondents will not be notified of the results of the evaluation. Responses to this announcement will be utilized to determine the viability of potential small business set-asides for this type of project in the future. The Government reserves the right to consider a small business set-aside based upon the responses received. The Government anticipates release of a request for proposal for a two-step dredging acquisition on or about 16 March 2001. All requests for information must be submitted in writing. Verbal and facsimile requests will not be accepted. No solicitation exists at this time, therefore, do not request a copy of the solicitation. All responses shall be submitted to the point of contact listed above no later than 4:00 P.M. Eastern Standard Time on 28 February 2001.
